Conducted the first enterprise QHSE gap analysis and drove business-unit restructuring that reduced operational risk by 31%, organizational overlap by 95% and departmental costs by 44%, while enabling 21% staff growth. Advise C-suite, boards, clients, accountable managers and postholders on aviation safety, quality, risk, regulatory obligations, organizational liability, risk acceptance and corrective action.

Held enterprise functional responsibility for aviation quality / compliance, safety, health, environmental and risk activities supporting 3,000+ personnel and complex military training and sustainment missions. Designed, implemented and governed the company's first integrated SMS, QMS, risk, business-continuity and crisis-management architecture; aligned aviation systems with applicable ICAO / GACA requirements and integrated ISO 9001, ISO 45001 and AS9100 / AS9110 requirements. Led development of a military aviation regulatory framework aligned with applicable GACA requirements, establishing the governing basis for aviation safety, quality, training and operational compliance; the framework was formally signed for adoption by the customer. Directed enterprise audits, compliance monitoring, regulatory assessments and corrective-action programs; worked with inspectors, regulators and investigators and supported AS9110 certification activity with zero findings in maintenance and training safety programs. Directed and supported multidisciplinary company investigations of rotary-wing flight and maintenance occurrences as the aviation-safety SME, coordinating evidence review, causal analysis, external interfaces, reporting and corrective action.

Established enterprise NIMS / ICS command and emergency-management architecture across 34 clinics and three regions, integrating continuity, training, exercises, leadership roles and National Response Framework alignment; the resulting Emergency Management Plan secured federal grant funding. Completed enterprise hazard and risk assessments and directed senior-leadership preparedness workshops, contracts, exercises and response planning across a distributed public-health operation serving 90,000+ patients annually.

Directed safety, quality, risk, audit, compliance and product-conformance activities across fabrication, machining, welding, blasting, assembly and testing; quality responsibilities included AS9100, ISO, ASME, NQA-1, welding and pressure-vessel requirements, certificates of conformity, and customer / contract requirements. Served as lead quality auditor for ISO 9001 and ASME / NQA-1 systems and as lead investigator for corporate accidents and incidents, including regional and international events, applying root-cause analysis, corrective action and organizational learning. Built the company's first comprehensive hazard and risk assessment program and redesigned key management controls, reducing Workers' Compensation EMR from 1.12 to 0.68, driving recordable injuries from 40+ annually to zero within two years, and contributing to more than $3M in savings.

Designed three operational safety systems and associated training; hand-safety content was adopted internationally across EVRAZ operations and contributed to substantial reductions in hand-injury frequency and severity.

Held combined aviation safety, quality-assurance and environmental-compliance responsibilities supporting distributed U.S. Army flight and maintenance operations across CONUS and the Pacific / Korea theater. Supported regional AS9110 implementation, risk controls, audits, HAZMAT / HAZWASTE, corrective action and maintenance assurance under AR 95-1, AR 95-20 / DCMA 8210, AR 385 / 200 and AS9100 / AS9110 requirements.
