Job Description:
The Director of Flight Test and Flight Ops manages the L3Harris ISR Sector’s flight test pilots and dedicated flight test engineers to both coordinate flight test operations across the ISR Sector’s three main flight test locations, but also to oversee and standardize our flight test processes and procedures. This position coordinates closely with both the applicant program teams, but also with the FAA Organization Designation Authorization group within the ISR Sector to ensure the safest and most efficient execution of the flight test programs. Flight test programs vary from large commercial aircraft, business jets and light ISR and attack aircraft. Systems under test for these programs range widely from communication systems to weapons employment. This position serves as a cognizant flight test expert for the technical and safety approvals of medium and high-risk test events. The position reports to the Vice President of Engineering for the ISR Sector.
Essential Functions:
Oversees and standardizes flight test and flight operations processes and procedures across three main US flight operations locations and also multiple world-wide operating locations.
Coordinates cross functionally, not only within engineering but across all functions including operations, program management, supply chain, legal, etc.
Possess excellent managerial and leadership skills.
Communicates clearly technical and safety risk to both program management and P&L leadership.
Works closely with the FAA ODA and program applicant teams to efficiently execute the required flight test programs.
Ability to serve as a flight crew member for test either as a Test Pilot or Flight Test Engineer.
Operates as a flying member of the flight test organization, either as a flight test pilot or a flight test engineer.
Will have the flexibility to work on short notice, overtime, evenings, weekends, and holidays, as needed and can travel up to 50%.
Requires advanced business knowledge, general management, and leadership capabilities.
Qualifications:
Bachelor’s Degree with a minimum of 15 years of prior related experience.
Graduate of a recognized Test Pilot School as a pilot or flight test engineer
Experience with both military and FAA flight test programs, both in planning and execution
Position requires an active Secret Clearance, with ability to obtain a Top Secret/SCI which requires U.S. Citizenship.
10+ years experience with DoD aircraft programs
Preferred Additional Skills:
Knowledge of coordinating cross-functional Agency customers and international partners.
FAA DER with a current eCOA
Established working relationship with government customers and end user.
Experience with integrated program scheduling, risk management, subcontracts.
Knowledge of Title 14 Code of Federal Regulations and GFR Requirements
Experience working with the FAA Military Certification Board
Experience in complex jets, large transport and high-performance aircraft is desired.
