Position Description
Directs and manages activities of the Flight Services section to include the statewide air transportation system plan, aircraft charter operations and aircraft maintenance activities. Recommends policy, procedures, staffing and funding required to execute division programs. Reports to the Director, Fleet Operations Division Division. Manages professional, technical and administrative employees. Work requires extensive contact with high-level executives, governmental officials, general aviation services administrators and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
Analyzes aircraft operations and activities; prepares/reviews reports, recommendations, and justifications for operational enhancements.
Assigns work duties for pilots, schedulers, and flight line personnel; coordinates pilot and aircraft schedules to ensure the most efficient use of resources.
Assists in managing, developing and coordinating projects and research pertaining to air transportation with federal, state, county and city governments.
Assists in providing leadership and management in the implementation, administration and enforcement of laws and regulations relating to aviation matters in Texas.
Develops and makes recommendations on the acquisition and replacement of aircraft and equipment.
Researches and monitors current aviation and aircraft developments to include industry guidelines/standards, applicable laws, regulations, policies and procedures.
Coordinates the safe conduct of flight operations through pilot and copilot scheduling, maintenance coordination, flight line personnel, and pilot annual recurrent training.
Participates in the development of the statewide transportation plan.
Recommends and implements policies and procedures for departmental activities.
Recommends staffing and funding for division related activities.
Represents the Department at international, national, state and local governmental and public organizations concerning aviation.
Reviews proposed legislation and assists in directing the implementation of legislation affecting aviation.
Performs other job responsibilities as assigned.
Minimum Qualifications:
Education:
Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience:
7 years of experience in aviation or transportation planning. (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.
Must have at least 3,000 hours total time as a pilot, including 1,000 multi engine and 500 turbine time.
Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience
Licenses and Certifications:
Valid driver’s license. This position requires driving a state vehicle.

Airport transportation planning and project development principles and practices including document preparation, review processing, and ensuring compliance with all applicable requirements

Aircraft charter operations and maintenance

Airport facilities and their role in state aviation systems
Developing, implementing, and monitoring budgets and resources

Physical Requirements and Working Conditions:
Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
