Under administrative direction of the Columbus Airport Commission, directs all functions of the Columbus Airport (CSG). The Executive Director serves as the chief executive officer, responsible for the overall management and administration of the Airport. Develops short- and long-range plans and strategies to ensure the safe, efficient, and financially responsible operation of the airport to serve the community. Ensures that all airport activity and operations comply with federal and state aviation and transportation safety and security regulations, requirements, and codes, to ensure the continuing ability of the Airport to provide commercial service and general aviation services to Columbus, Georgia. The Executive Director utilizes strong interpersonal and technical skills to build a collaborative approach to operating the airport and increasing aviation and non-aviation activities that align with community interest and generate revenue opportunities that support airport business and development. The Executive Director will also perform the following job duties: Job Duties: 1. In accordance with the Commission’s enabling legislation effectively manages the Airport by keeping the Commission informed of all relevant operational and policy issues, seeking input and recommendations as appropriate. 2. Establishes and fosters relationships with key constituent groups to ensure that the Airport’s interests are coordinated with relevant stakeholders. Represents the airport in community, industry, and governmental meetings. 3. Directs staff in various aspects of budget development for the organization including establishing policies, recommending budgets, establishing control systems relative to budget management within each department; and keeping department heads and Commissioners informed of financial status on a regular basis. 4. Participates in the long and short-range planning of airport facilities by predicting aviation needs in order to formulate recommendations for major expansion programs and improvements of the airport. 5. Enforces Federal, State, and local rules and regulations governing airport use outside the area of authority of the Federal Aviation Administration (FAA) and recommends or promulgates modifications in existing rules. Develops short and long-range plans and strategies to attract air service and passengers, provide services for general aviation and to attract and retain tenants and operators to maximize airport utilization and development. 7. Assists in the development of policies, procedures, and standards for the Commission. 8. Implements new concepts and innovations to improve airport operations. 9. Plans, secures grant funding through FAA, GDOT, and DOT and manages all airport capital improvement projects to safely maintain and develop the airfield and airport facilities. 10. Directs or conducts special studies and reports, providing recommendations and substantive information for policy and decision-making. 11. Serve as administrator for airport facilities and management of tenant leases/contracts; review and approve tenant activities including lease compliance and negotiation; ensure tenant compliance with safety regulations and facility policies and procedures 12. Monitors airport operations and takes action to enforce Federal, State, and local rules and regulations governing airport use and operations. 13. Negotiate contracts related to business development activities and initiatives; represent the City and/or Airport interests in economic growth, development and planning activities. • Knowledge of aviation management practices as applied to the analysis, evaluation, development and implementation of airport programs, policies and procedures. • Knowledge of decisions and regulations made by the Federal Aviation Administration, Department of Homeland Security and other relevant agencies. • Knowledge of pertinent Federal, State, and local laws, codes, and regulations affecting airport development and operations, air transportation, airport safety and security. • Knowledge of principles and practices of corporate business, self-liquidating finance programs, revenue financing, pricing of rates and charges and general accounting practices. • Ability to analyze and effectively report upon operating conditions and problems and recommend appropriate solutions. • Ability to direct the operations and functions of a non-hub airport. • Ability to exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs. • Ability to analyze problems, project consequences of proposed actions, identify alternative solutions, and implement recommendations in support of goals and objectives. Education and Experience: A Bachelor’s degree in Business, Airport Management, Public Administration or related field. Five (5) years of increasingly responsible experience in airport management or a directly related field with some experience at the senior management level at an FAA Part 139 airport with scheduled commercial service. Will have a proven record of accomplishment in managing a growing airport including knowledge of Federal, State and local laws and regulations governing the use of airports; a broad background in airport finance, operations and development, and knowledgeable about contemporary “best practices” in the airport industry; with proven strengths as a negotiator and consensus-builder. Professional Licenses or Certifications: A Certified Member (C.M.) or Accredited Airport Executive (A.A.E.) certification is desired. A Private Pilot Certificate is preferred. Possession of a valid driver’s license is required. Travel Required: Moderate travel is required. Typically attend airport related conferences or training or community related events.
