Job Summary:
The Chief Pilot, Rotor Operations reports and is accountable to the Director of Operations and the FAA for the comprehensive delivery of aviation services across the organization’s Fire/Rescue aviation operations. Primary areas of oversight include the design, development, and implementation of short, intermediate and long-range operational and strategic plans that promote the success of the GMR Part 135 programs and align with our Company vision. The Chief Pilot, Rotor Operations is accountable for the following duties and responsibilities.
Essential Functions/Duties:
• Flight Department:
• Collaborates with the Director of Operations to develop flight operations policy and procedures with regard to Part 135 operations.
• Assists the Director of Operations in the development of department budgets.
• Maintains Part 135 program and pilot operational readiness criteria as defined by the Director of Operations.
• Ensures all flight operations are conducted safely and in compliance with current Federal Aviation Regulations, the General Operations Manual, Operations Specifications, the Part 135 Training Manual, the GMR Rotorcraft Load Combination Flight Manual and company policy and procedure.
• Ensures all Part 135 pilots are qualified and current for the operation and mission profiles for which they are assigned.
• Maintains Part 135 program pilot proficiency and training records and provides the Director of Operations with status reports as required.
• In conjunction with relevant Company aviation leadership, manages the day-to-day activities of the Part 135 program Flight Operations Department; including, but not limited to: oversight of pilot schedules, pilot base assignments, aircraft fleet management, and the requirements of administrative policy and procedure.
• Develops Pilot Training curriculum and related training materials.
• Maintains Part 135 and Part 133 qualifications in at least one type of company aircraft.
• Assists the Director of Operations on the status of Part 135 flight operations and the training of flight crew members.
• Disseminates flight critical information to all Part 135 crew members.
• Responsible for designating and training all Company Part 135 flight instructors and directs all training to include:
• Hazardous materials recognition training, protection and control of infectious conditions and related Company procedures, passenger briefing as required by FARs, and emergency evacuation procedures.
• Initial new hire training
• Transition, requalification and recurrent training
• Standardization of all Company training
• Reviewing all training records to ensure training is documented and all training is completed prior to scheduling check rides.
• Training all flight locating personnel
• Keeping training manual up to date, submitting revisions to the Director of Operations for FAA approval as needed.
• Is authorized to test fly aircraft and/or delegate all other persons who are authorized to perform test flights.
• Conducts an annual review of the performance of all pilots.
• Responsible for keeping the pilot status board up to date, scheduling flight checks with the FAA for all Part 135 pilots, maintaining pilot records in accordance with FARs.
• Maintains all Part 135 checklists for Company Part 135 aircraft, ensures that the Minimum Equipment Lists are kept current and all necessary revisions are made and forwarded to the Director of Operations, and assumes operational control of the aircraft.
• Submits all required reports such as accident reports and pilot emergency deviation reports to the Director of Operations.
• Acts as liaison with the FAA operations for the certificate holder on Part 135 operations matters.
Leadership and Management:
• Provides leadership, communication, and coaching to Flight Department; cultivates a motivated, empowered employee environment of trust, teamwork, accountability, self-confidence, and business ownership.
• Provides strong problem-solving skills for team members.
• Responsibility for creating a learning organization/continuous learning for staff.
• Responsibility for overseeing and ensuring appropriate Flight Department staffing and job scope for the operational needs of the program.
• Conducts personnel interviewing, hiring, training, performance management, disciplinary actions and discharges for Flight Department.
• Policy development and analysis – assists the Director of Operations with the execution of company policies, establishing operations, personnel and equipment standards, and for recommending appropriate modification, deletion or development of policies such that the mission of GMR is best fulfilled.
• Responsibility for the recordkeeping requirements of FAR 135.
• Ensures Part 135 Flight Department is adhering to Company procedures to include but not limited to following:
• Flight and duty time procedures
• Operational control procedures
• Flight locating procedures
• Shift change briefing
• Preflight planning
• Passenger briefing
• Flight following procedures
• Weight and balance procedures
• External-load configuration authorizations
• Returning an aircraft to service after a required inspection
• Procedures for reporting and recording mechanical irregularities
Responsibilities to the FAA include:
• Authority to request changes to the Operations Specifications.
• Ensuring that all Part 135 operations and external-load configurations conform and adhere to the Flight Manual for which the aircraft has been authorized, and keeping all superseded lists for at least six months after they have been superseded.
